U.S. Cotton: December Breaks Below 200-Day Average as the Dollar Strengthens

Calcot – Cindy Walters: December settled at 78.06, down 100 points, for a four-session loss of 377 points, and closed below its 200-day moving average for the first time since March 4. It still holds above the October 2 low of 77.05 cents, with the next support at the July 2 low of 76.87. The dollar index rose 0.4% to its highest close since October 14, approaching the 18-month high reached earlier this month, making U.S. exports more expensive ahead of Wednesday's Fed decision. Since their highs about eight weeks ago, December cotton has fallen 16.7%, wheat 23.2% and corn 18.4%, a correlation with the dollar that is probably more than coincidental. Open interest fell for a third session, December liquidation is expected to increase ahead of options expiry on November 13, and index fund rolls begin on Thursday. Brazil's real recovered about 1% after its post-election plunge, while crude oil eased for a second day on renewed diplomatic efforts involving Iran.

Greece: Carbon Farming Scheme for Cotton Postponed to 2027

Ypaithros – Giannis Sarros: The implementation of the carbon farming scheme to reduce the carbon footprint of cotton was discussed on October 21 at a meeting of the Hellenic Cotton Association board with the head of the Independent Authority for Public Revenue (AADE), Giorgos Pitsilis, and officials of the Ministry of Rural Development and Food. Cotton, processing tomatoes and quinoa were included in carbon farming support schemes due to start in 2026, but delays in issuing the legal framework have pushed implementation back to 2027. According to Efthymis Fotinos, president of the Interprofessional Cotton Organization, the meeting reviewed the outstanding issues needed to finalise the joint ministerial decision. With low prices and higher production costs squeezing growers' margins, completing the framework quickly is seen as important for both farm incomes and greener cultivation practices.

Brazil: 2026/27 Cotton Production Forecast Raised by 5.9%

Textiles Resources: Brazil's cotton exporters' association ANEA raised its 2026/27 production estimate by 5.9% from August to 4.267 million tonnes, close to the previous season's 4.271 million, making it the third consecutive crop above 4.2 million tonnes. Faster-than-usual soybean planting in Mato Grosso, where much of the cotton is sown as a second crop, provides a favourable backdrop. ANEA expects exports of about 1.6 million tonnes in the second half of 2026 and 1.8 million in the first half of 2027, setting new records, after strong third-quarter shipments to India, Bangladesh, Türkiye and Vietnam. Carryover stocks at the end of December were raised to 3.04 million tonnes, while El Niño remains the main risk.

U.S. Cotton: USDA Announces $8 Billion Harvest Fuel Relief Payments

Cotton Grower – Beck Barnes: USDA announced a Harvest Fuel Relief Program that will provide $8 billion in one-time payments to farmers facing higher fuel costs and other financial pressures. The Farm Service Agency will administer the payments through the Commodity Credit Corporation, covering a portion of modeled losses for the 2026 crop year based on planted acres, production costs and WASDE yields and prices. The National Cotton Council welcomed the program and urged Congress to follow through on earlier commitments of additional economic support, while the Georgia Cotton Commission noted that farmers are paying significantly more for fuel than last year.
